For the past twenty-five years the Woolen Mills neighborhood has asked the City of Charlottesville for relief from cut-through traffic

In a letter dated September 10, 1997 to the Woolen Mills neighbors, Mr Huja, director of planning and community development mentions a one way traffic limit on Franklin street as a traffic calming measure being considered for the Woolen Mills Neighborhood.

We have asked, again and again, for relief. We like Mr. Huja’s fifteen year old idea.
