regarding Charlottesville, the rain last week brought the useable reservoir level up to 87% from appx. 80%, the Rivanna at Palmyra is running at appx.825 cubic feet per second, up from the 40cfs last week.
As you (we) can see, the gentleman in the photograph is trying to save water by drinking a Bud, although he will be dehydrated by it and will need to use the facilities more often...
Still, the picture says "Mission Accomplished", because of the beer.
