OMG, that is so funny. They are driving along, looking straight ahead like it's the most normal thing in the world to be cruising in toy cars, wearing upside down sand buckets on their heads. Where is it? Looks like a college campus, but not UVa? Ooooohhh I think I know, the county office building perchance?
Bill, this is the best! I remember when I was a kid and seeing the shriners in their little cars in local (Waynesboro) parades. Some years they had two or three different groups, each with different sets of cars. Is the photo new? Do they still do all the little formations and choreographed maneuvers, do you know?
Andrew- Yes they do, driving the little cars. There is evidently an entire mini-car industry built on the business of Shriners, this photo taken april 2009 at the Charlottesville Dogwood Festival Parade

A rare treat of a shot! Well seen and captured :)
Do you know if they were motorised or pedal-cars?
Cheers,
